David Lihani has more than 35 years of experience as corporate and regulatory counsel in the aerospace industry, advising organizations from early-stage ventures to established OEMs. He recently served as General Counsel of SpaceLink Corporation and SpaceLink Satellite LLC, leading international licensing and compliance efforts for satellite optical-relay communications development and network design. His prior roles include Vice President and Chief Trade Compliance Officer at Maxar Technologies Inc. and Space Systems Loral (SSL); senior counsel to Virgin Galactic, Virgin Orbit, Astrolabe Enterprises Inc., and the United Arab Emirates Space Science & Technology Bureau; and Vice President and Associate General Counsel at SES Global S.A. and SES Americom, Inc. David began his trade compliance career at Lockheed Martin Commercial Space Systems and started his legal career in private practice at Pierson & Burnett LLP, a Washington, D.C.-based boutique aviation and space law firm.

David is a graduate of the U.S. Naval Academy and a former Naval Flight Officer. He holds an MA in International Relations from the University of Maryland and a JD from The George Washington University Law School.
